The proposal is for a flood warning rain gauge, which consists of a small gauge in the ground with a raised ground level surrounding. There will be a 1.2m fence surrounding the circle, being 5m². A pipeline links this to a kiosk to house the telemetry equipment, which also houses more underground pipes and wires. The kiosk measures 1.5m x 1.4m and 1.2m high. It will not be higher than the existing stonewall and will be finished in a stone cladding to blend into the surrounding environment. The main issues to consider is the impact on the surrounding area and the change of use of the land from open countryside/agriculture to another use, however due to the size of this proposal, there will be minimal change to the use of the land, as sheep will still be able to graze around the flood detector and the kiosk is next to a wall, where the is no grazing available. I think that to prevent this application from being approved would be detrimental to the surrounding area, as this equipment will be used to predict floods and prevent damage being caused to the area. There would be no detrimental impact caused to the area by the equipment as it is small and would not create a significant feature in the landscape. 03/02/2006 |
