The site is an existing substantially sized health centre within the centre of Clitheroe. The proposal is for two first floor extensions to the rear and side elevations. The rear elevation faces Railway View Road and the side faces Lowfield residential home. There is an existing first floor extension to the side elevation facing Lowfield. The proposed size of the rear extension would be 13.6m wide, projecting 8.3m from the rear elevation. It will have a hipped roof and will meet the height of the existing roof. The side extension is proposed to project 8.2m from the existing side elevation, it will be 7.2m wide and will have a pitched roof with a hipped end, being the same height of the existing roof. The main issues to consider with the application are the size, design and impact on surrounding area, being in the conservation area. The design of both proposals is acceptable, being a hipped/pitched roof and being the same height of the existing. The side extension will be similar to the existing and the rear extension will extend the existing elevation over the flat roof extension. The size is acceptable, and it will not cause a detrimental feature to the surrounding area. The rear extension will extend over an existing flat roof element, as with the side extension. The site is on the edge of the conservation area, and would not form an integral part of the conservation area, due to the age and design of the building. There will be minimal loss of privacy or light to the surrounding neighbours, as there are established trees along the boundary with Lowfield that would block any view of the proposed. There are also no windows proposed on the elevation facing Lowfield. There is a road, and the railway to the rear. 13/06/2006 |
